A stand-alone access control is a simple access control that does not have any connectivity to the outside (no network/IP connection).

They are designed for places with a low need for security, such as storage rooms, tool sheds, etc. They are devices designed for a few users, and it is not possible to later obtain records of when or who has accessed the place.
